Problem with Greycloaks training

I am in act 3. Just finished defending my keep. I know my greycloaks can be "best of the best", but regardless of how long i have them in training they are only "best". I just checked guide here @ thieves guild for managing the keep. It looks like there should be cutscene @ around 25% completion of keep, but nothing like that occurred in my game... Is this some bug or i am missing something? My man are Best. Also they have best possible weapon and armor. Morale very high, civility high. Security very high and high on roads. Katriona as trainer, bribed sergeant special missions. Bevil - patrolling roads. I didnt encountered mentioned in guide Light of Heaven not even once!

The conversion to Best of the Best ONLY occurs when you get the captains company. Where did you set your recruiting standards? That might be the issue. Let me double check the scripts on the CC formation.

My standards are highest from possible choices. I set them when talking with Kana for the first time in my keep and i kept them that way all the time. And i didnt get option to create captains company :/ Now @ 78% completion...
Not that i need more - got 170k from dragon and all special missions were successful so far

Okay, I think I found out what happened. When ZIffer shows up with his potential recruits, HOW did you deal with them? DId you take a diplomatic solution (an actual diplomacy check) and reject them or did you accept them?

IF you accepted his volunteers, that FORCES your elite level status down two slots and you can't get the CC.

By the way, that's consistent with why you got only 170,000 gp from the dragon horde as well.

as wat kgambit said, it has some consistency with other keep options,

also try to use walkthrough it will really help you understand the keep concept. i recommend the keep walkthrough at gamefaqs.com, its really excellent crossroad keep guide, where in you can also see the results of every choices you made and how to accomplish that result

Actually I believe that the Thieve's Guild Crossroad Keep guide is more comprehensive and detailed than the Gamefaqs guide. (Of course, since I wrote the TG guide I am probably biased.)
