Suggestions for a dualwielding Warlock??

Hey guys.. so i decided to go for a spellcaster who can also put up a fight with melee weapons (i was told warlock was the best class for this if i dont want to be a cleric) as well as transform/shapechange/polymorph or whatever they call it but the point is the warlock seem to be the best choice for this as he can change in to this horned devil or so i been told and i decided to go dualwield with him coz i just like the idea of it. anyways since i really have no experience with spellcasters i decided to ask some of the more experienced players in here how to go with the following

-Stats
-race (if important)
-abilities
-feats

just keep in mind i would like to keep him as balanced as possible any input you can give will be very helpfull
