Everyone has the option to, however it is later on in the story - when you become a knight.
After this happens, provided you have the right requirements for the class, you can level in it! Nw9 is my favourite prestige class - my character is as follows: Rogue (level 9), Fighter (level 1), Divine Champion (level 5), Neverwinter Nine (level 5).

My Pg, fighter (14lvl ... I think ... non rember now) go to lvl 15 ... but that prestige classa is "unlock" ... but I have all the requirements for the class. Is it a bug??:confused:

It could well be a bug, I've never been given the chance to choose Shadow Thief of Amn despite meeting all requirements.

Did you have a conversation which went something along the lines of:
Lord Nasher: "I'd like to offer you a position as a member of the Neverwinter Nine"
You: "I'd be honoured"
If not - it's most likely a bug, if you declined you wouldn't have access to the class, if you *did* have the conversation, accepted and still can't access it, it would be a bug. I saw a solution to this somewhere... i'll have a look and see if I can find it for you.
Edit: Damn, the post that had it in got deleted :( (it was on the official forums)... i'll spend some time researching this to find the correct journal entry you need to add... it'll take some time though, as I have 409 varTable entries :(

Use the version 1.02 patch, however I doubt this will make any difference. I made a guide, and although it is quite complicated, it is easy to follow, it just takes a little while to do.
Steps to add the Neverwinter Nine Prestige Class to your character if a bug prevents you from doing so:
Step 1) Download Modified GFFEditor from: http://nwvault.ign.com/View.php?view=Other.Detai l&id=247
Step 2) Start the editor, Click File > Open, then browse to your recent savegames folder
(My Documents/Neverwinter Nights 2/Saves/(your savegame) - click on "playerlist.ifo" then the Open button.
Step 3) Wait for it to load, click the + next to "-1", the + next to "Mod_PlayerList", the + next to "0", then the + next to "ClassList".
Step 4) Left click on ClassList, click Add [User-defined Struct: 0].
Step 5) Left click on the number that was added, click Add [INT], left click again, click Add [SHORT]
Step 6) Right click the + next to the number, click on the [INT] entry, for field ID: put Class, click the number in Basic Field Data, change it to 47.
Step 7) Click on the [SHORT] entry. change field ID: to ClassLevel, click the number in Basic Field Data, change it to 1.
Step 8) Click on any other option e.g. BaseAttackBonus, then click File > Save
Step 9) Click on File > Open click on "player.bic" then click the open button, then repeat steps 3 to 8. Note: for step 3 on player.bic there won't be the "Mod_PlayerList" or "0" that you have to click + on, just "-1".
Step 10) Close GFF Editor, load Neverwinter Nights 2, and then open your save game, if you did everything right, you will now have a level 1 Neverwinter Nine character type added to the class list.
