You must set the ad_network_ads.txt file to be writable (check file name as well).

Anyone had the problem (during the quest for the City Watch) whereby he simple doesn't spawn in his house? I have tried playing through this particular quest several times now and each time the bugger simple refuses to appear, leaving me completely befuddled as to what I should do.

Fihelis should be on the second floor in the same room with Moire. The only bug I have seen related to this appears to occur if you are following the Thieves path instead of working for the City Watch.

By this time, the main character is beyond choosing which side to play. It has to play out as the good side, since he's on the city watch. Check your Journal, it may show something you might have missed. You may have missed an important coversation with one of the NPC's. Did you speak to everyone in the watch office?

The convo that triggers this quest is pretty straight forward. If the OP has the quest in his journal, then there isn't any other convo that is needed. Since he's definitely on "The City Watch" path the only thing I can think of to try is to use the Console to spawn Fihelis or set a global variable that indicates he has found/saved him.

Fihelis should be right next to Moire. If the OP hasn't found Moire, then he still has some exploring to do.

I'm not as conversant in the toolset as some others - surely there is some gifted individual out there that can help out?
