Guyven never shows up in the keep.

I meet him at all 3 locations. At the first available time, i tell him he always has a place by my fire. But he NEVER shows up in the keep. What is this bug? What is the correct sequence of events i need to make him show up in the keep? Is there a hotfix for this?
